‘상생페이백’을 신청할 수 있다

지난해 카드 소비실적이 있는 국민이 ‘상생페이백’을 신청하고 작년 월평균 대비 9~11월 카드소비액 증가 시 월 최대 10만 원까지 디지털 온누리상품권을 받을 수 있다.

 

<정부는 상생페이백 사업을 발표했다>

중소벤처기업부는 상생페이백의 신청·지급 및 사용 등의 계획을 담은 시행계획을 발표했다. 이는 지난 5월, 국회에서 1차 추가경정예산(1조 3700억 원)으로 확정된 민생회복 지원사업이다.

국민을 대상으로 지난해 월 평균 카드소비액보다 올해 9월부터 11월까지 월별 카드소비액이 늘어난 경우, 증가한 금액의 20%까지 월 최대 10만 원(3개월 30만 원 한도)을 전통시장 및 상점가 등에서 사용할 수 있는 디지털 온누리상품권으로 환급해 주어 소비 진작과 취약상권 소상공인을 지원하기 위한 사업이다.

 

<9월 15일부터 인터넷으로 신청할 수 있다>

상생페이백의 신청대상은 2024년에 본인 명의의 국내 신용·체크카드사의 카드로 소비한 실적이 있는 만 19세 이상(2006년 12월 31일 이전 출생자)의 대한민국 국민과 외국인이다.

신청은 9월 15일 오전 9시부터 11월 30일 자정까지 상생페이백 누리집에서 가능하다. 별도의 소비실적 제출 없이 한 번의 신청으로 3개월 소비증가분에 대한 페이백이 지급된다. 다만 디지털 온누리상품권을 지급받기 위해서는 누리집에서 신청할 때 디지털 온누리 앱 회원 가입이 필요하다.

온라인 신청이 어려운 사람은 9월 15일부터 평일 영업시간 중 250개 전통시장 상인회, 78개 소상공인지원센터, 13개 지방중소벤처기업청 등에 방문하면 도움을 받을 수 있다. 아울러 가까운 약 7,500개 국민·우리·농협은행 및 농축협 영업점에 방문하면 신청방법을 안내받을 수 있다.

신청 첫 주에는 시스템 과부하와 방문자 혼잡을 막기 위해 출생연도 끝자리를 기준으로 5부제를 적용하며, 9월 20일 이후부터는 요일제 제한 없이 언제든지 신청이 가능하다. 온라인 신청만 가능하므로 5부제에 해당하지 않은 날에 전통시장 상인회와 소상공인지원센터 등 신청지원처에 방문할 경우 신청이 불가능하다.

상생페이백 소비실적의 비교기준이 되는 지난해 월평균 카드소비 실적은 신청일로부터 2일후 누리집에서 확인할 수 있으며, 올 9월부터 11월까지의 소비실적은 9월 17일부터 확인이 가능하다.

 

<민생회복 소비쿠폰보다 사용처가 넓다>

상생페이백의 산정기준이 되는 신용·체크카드 소비액은 국내에서 사용한 금액(카드 외 계좌이체, 현금결제, 간편결제는 삼성·애플페이 외 ××페이 등 사용액은 제외)을 대상으로 한다. 9월부터 11월까지의 소비증가가 중소·소상공인의 매출 증대에 도움이 되도록 사용처를 설정하였다.

상생페이백은 ‘민생회복 소비쿠폰’ 사용처와 달리, 연 매출 30억 원이 넘는 중형 규모의 슈퍼마켓, 제과점 등에서도 사용이 가능하다. 다만, 카드소비실적에서 제외되는 사용처는 백화점·아울렛, 대형마트와 기업형 슈퍼마켓, 대형 전자제품 등 직영매장, 프랜차이즈 직영점(대기업 브랜드에 한함) 등의 오프라인 매장이다.

이 기간에 민생회복 소비쿠폰으로 사용한 카드액은 각 사업의 정책효과 감소와 이중 지원 등의 이유로 페이백 소비실적에서 제외된다. 온라인의 경우, 쇼핑몰과 배달 앱 등 전자상거래에서 카드로 결제하더라도 결제구조상 카드사에서 판매자 정보를 확인할 수 없어 부득이 해당 소비액은 산정에서 제외된다. 소상공인 매장이더라도 키오스크, 테이블오더 등에서 결제하면 같은 이유로 제외되며, 매장 내 카드단말기를 통해 결제해야 소비액으로 인정된다.

 

<페이백은 10월 15일부터 지급된다>

작년 월평균 카드소비액 대비 9월 소비증가분에 대한 페이백은 10월 15일부터 순차적으로 지급되며, 10~11월 증가분도 다음달 15일에 각각 지급할 예정이다. 혹시 11월에 늦게 신청하였더라도 9월 또는 10월 소비증가분에 대한 페이백을 12월 15일에 받을 수 있다.

지급된 디지털 온누리상품권은 받은 날로부터 5년간 전통시장, 상점가 등 약 13만개 디지털 온누리상품권 가맹점에서 사용할 수 있다. 페이백 상품권의 조기 사용을 위해 디지털 온누리 앱에서 충전한 상품권보다 먼저 결제가 되도록 조치할 예정이다. 디지털 상품권의 법상 유효기간은 5년이며, 실 사용자의 월평균 결제액은 약 50만 원으로 조기 사용이 예상된다.

페이백이 지급된 후 전월 결제건 중 카드사 매입 지연 등의 이유로 지급액에서 누락된 금액은 다음달에 추가 지급하며, 반대로 전월 카드결제액 중 취소 건이 발생한 경우에는 더 지급된 금액만큼 환수가 된다. 환수방법은 다음달 지급할 페이백이 있는 경우에는 환수액만큼 차감하여 지급하고, 지급할 페이백이 없거나, 잔액이 부족하다면 디지털 온누리 앱에서 동의를 얻어 부족한 금액만큼 환수할 예정이다.

 

<상생소비복권 이벤트도 실시한다>

상생페이백에 대한 관심과 소비 촉진을 위해 ‘상생소비복권’ 이벤트를 시행한다. 소비복권에 응모하고 싶은 사람은 10월 12일까지 누리집에서 페이백을 신청하면 자동 응모된다. 소비복권은 8월 1일부터 10월 12일까지 상생페이백 소비액 인정 사용처에서 누적 카드결제액 5만 원당 복권 1장이 제공되며, 최대 10장(50만 원 이상)까지 받을 수 있다.

당첨금(경품)은 11월 중에 디지털 온누리상품권으로 지급될 예정이다. 추첨을 통해 1등 10명에게 각 2,000만 원, 2등 50명에게 각 200만 원, 3등 600명에게 각 100만 원, 4등 1,365명에게 각 10만 원 등 총 2,025명에게 10억 원 혜택이 돌아간다.

 

<인터넷이나 전화로 상담할 수 있다>

궁금한 사람은 8월 20일부터 상생페이백 누리집을 통해 신청-지급-환수 등 단계별 궁금한 사항에 대한 답변을 확인할 수 있다. 또한 전용 전화상담실(콜센터, 1533-2800)에 업무 시간(09:00~18:00)에 전화하여 상담받을 수 있고, 9월 15일부터는 누리집에서 24시간 상담 서비스(챗봇)를 제공받을 수도 있다.

페이백 지급액과 환수액 결과에 이의가 있는 국민은 누리집에서 온라인으로 신청이 가능하다. 접수된 이의신청 내용은 7일 이내 검토를 거쳐 처리가 완료되면 누리집에서 결과를 확인할 수 있다. 온라인으로 이의신청이 어려운 분은 소상공인지원센터, 지방중소벤처기업청에 방문하면 도움을 받을 수 있다.

아울러 사업 운영기간 동안 정부나 금융기관 등을 사칭한 보이스피싱(스미싱) 피해를 우려해, 중소벤처기업부·카드사·소상공인시장진흥공단은 상생페이백과 관련하여 인터넷주소(URL), 링크가 포함된 문자, 카카오톡 등 메신저를 일절 발송하지 않을 예정이다. 따라서, 인터넷 주소 클릭을 유도하는 문자의 경우 해당 사이트에 절대 접속하지 않고 즉시 삭제하는 등 각별한 주의가 필요하다.

상생페이백은 민생회복 소비쿠폰에 이어 소비활성화를 위해 정부가 만든 것이므로 많은 사람이 적극 신청하여 활용하기 바란다. 9월 15일부터 인터넷으로 상생페이백을 신청할 수 있다.

You can apply for a 'win-win payback'

Citizens with card consumption records last year can apply for a "win-win payback" and receive digital Onnuri gift certificates of up to 100,000 won per month if card consumption increases from September to November compared to last year's monthly average.

 

The Ministry of SMEs and Startups announced an implementation plan containing plans for applying, paying, and using win-win paybacks. This is a project to support the recovery of people's livelihoods, which was confirmed by the National Assembly in May as the first supplementary budget (1.37 trillion won).

If monthly card consumption has increased from September to November this year compared to last year's average monthly card consumption, up to 100,000 won (up to 300,000 won for three months) will be refunded to digital Onnuri gift certificates that can be used in traditional markets and shopping districts to boost consumption and support small business owners in vulnerable commercial areas.

 

The applicants for Win-Win Payback are Koreans and foreigners aged 19 or older (born before December 31, 2006) who have spent on domestic credit and debit cards in their name in 2024.

Applications can be made at the Win-Win Payback website from 9 a.m. on September 15 to midnight on November 30. A payback for the three-month increase in consumption will be paid in one application without a separate submission of consumption results. However, in order to receive digital Onnuri gift certificates, membership in the digital Onnuri app is required when applying at the website.

Those who have difficulty applying online can receive help by visiting 250 traditional market merchants associations, 78 small business support centers, and 13 local small and medium-sized venture businesses during weekday business hours from September 15. In addition, visitors can be guided on how to apply by visiting about 7,500 nearby Kookmin, Woori, Nonghyup Bank and agricultural cooperative branches.

In the first week of application, the five-day system will be applied based on the last digit of the birth year to prevent system overload and visitor congestion, and from September 20 onwards, applications can be made at any time without any restrictions on the day of the week. Since only online applications are available, applications cannot be made if you visit application support centers such as traditional market merchants' associations and small business support centers on days that do not fall under the five-part system.

Last year's average monthly card consumption performance, which is a comparison standard for win-win payback consumption performance, can be found on the website two days after the application date, and consumption performance from September to November this year will be available from September 17.

 

The amount of credit and debit card consumption, which is the basis for calculating win-win paybacks, is for the amount used in Korea (excluding those used by Samsung and Apple Pay for non-card account transfer, cash payment, and simple payment). The use place was set so that the increase in consumption from September to November can help small and medium-sized businesses increase their sales.

Unlike the use of "people's life recovery consumption coupons," the win-win payback can also be used in mid-sized supermarkets and bakeries with annual sales of more than 3 billion won. However, the use of credit card consumption is directly managed stores such as department stores, outlets, large supermarkets, corporate supermarkets, and large electronics, and offline stores such as franchise directly managed stores (limited to large corporate brands).

During this period, the amount of card used as a consumption coupon for the recovery of people's livelihoods is excluded from the payback consumption performance due to the reduction in the policy effect of each business and double support. In the case of online, even if you pay with a card in e-commerce such as shopping malls and delivery apps, the card company cannot check the seller's information due to the payment structure, so the amount of consumption is inevitably excluded from the calculation. Even if it is a small business store, it is excluded for the same reason if you pay at a kiosk or table order, and it is recognized as the amount of consumption only when paying through a card terminal in the store.

Paybacks for the increase in consumption in September compared to the average monthly card consumption last year will be paid sequentially from October 15, and the increase in October to November will be paid on the 15th of the following month. Even if you apply late in November, you can receive a payback for the increase in consumption in September or October on December 15.

The paid Digital Onnuri gift certificate can be used at about 130,000 Digital Onnuri gift certificates, including traditional markets and shopping districts, for five years from the date of receipt. For early use of Payback gift certificates, the payment will be made before the gift certificate charged by the Digital Onnuri app. The legal validity period of digital gift certificates is five years, and the average monthly payment of actual users is about 500,000 won, which is expected to be used early.

After the payback is paid, the amount omitted from the payment due to delays in the purchase of credit card companies among the previous month's payments will be paid additionally next month, and on the contrary, if there is a cancellation of the previous month's credit card payment, the amount will be recovered as much as the amount paid. If there is a payback to be paid next month, the method will be paid by deducting the amount of payback, and if there is no payback to be paid, or if the balance is insufficient, the amount will be collected by obtaining consent from the digital Onnuri app.

 

To promote interest in win-win payback and consumption, a "win-win consumption lottery" event will be held. Those who want to apply for a consumption lottery will automatically apply for a payback on their website by Oct. 12. One lottery ticket will be offered for every 50,000 won in cumulative card payment from Aug. 1 to Oct. 12, and up to 10 tickets (over 500,000 won) will be available.

The prize money will be given to digital Onnuri gift certificates in November. A total of 2,025 people will receive 1 billion won in benefits, including 20 million won for each of the first 10 people, 2 million won for each of the second 50 people, 1 million won for each of the third-place people, and 100,000 won for the fourth-place people, respectively.

 

Those who are curious can check the answers to questions by step through the Win-Win Payback website from August 20. In addition, you can call the office (09:00-18:00) at the dedicated telephone consultation room (Call Center, 1533-2800) for consultation, and you can receive a 24-hour consultation service (chatbot) at the website from September 15.

Citizens who have objections to the results of the payback payment and return can apply online on the website. The contents of the objection received can be reviewed within 7 days and the result can be confirmed on the website when processing is completed. Those who are difficult to file an objection online can receive help by visiting the Small Business Support Center and the Local Small and Medium Venture Business Administration.

In addition, the Ministry of SMEs and Startups, credit card companies, and the Small and Medium Business Market Promotion Corporation will not send any messengers such as Internet addresses (URLs), text messages with links, and KakaoTalk in relation to win-win paybacks. Therefore, special attention is needed in the case of text messages that induce Internet address clicks, such as deleting them immediately without ever accessing the site.

The win-win payback was created by the government to revitalize consumption following consumption coupons for people's livelihood recovery, so many people should actively apply and use it. From September 15th, you can apply for a win-win payback online.
