2027년 기준중위소득이 확정되었다

정부는 2027년 기준중위소득으로 1인 가구 약 273만원, 2인 가구 448만원, 3인 가구 571만원, 4인 가구 692만원 등을 확정했다.

 

<내년 기준중위소득 올해보다 6.7% 인상된다>

보건복지부는 제80차 중앙생활보장위원회(이하 중생보)를 열고 기준중위소득 산정방식 변경과 2027년도 기준중위소득, 기초생활보장 급여별 선정기준과 최저보장 수준에 대해 심의·의결했다.

2027년도 기준중위소득은 1인 가구 월 2736042원으로 올해 2564238원에서 171804원 올랐고, 2인 가구 4480645원으로 4199292원에서 281353, 3인 가구 5718091원으로 5359036원에서 359055, 4인 가구는 6929885원으로 올해 6494738원보다 435147원 인상됐다.

이는 올해보다 6.7% 인상으로, 2015년 기준중위소득 산정이 시작된 후 가장 높은 증가율이다. 중생보는 최근 빈곤 심화와 K자형 양극화에 적극적으로 대응할 필요가 있다고 보고, 20256.42%, 20266.51%에 이어 역대 최대 수준의 인상을 결정했다고 설명했다.

 

<기준중위소득은 새 산정 방식에 따라 정해졌다>

기준중위소득은 국민기초생활보장제도 등 80여 개 각종 복지정책의 기준이 되는 지표다. 보건복지부 장관을 비롯한 정부 관계자와 학계·시민사회 대표 등이 참여하는 중생보에서 매년 심의를 거쳐 확정한다.

그동안 발표된 기준중위소득은 실제 중위소득과 상당한 차이가 있었다. 중위소득은 전체 가구를 소득순으로 줄 세웠을 때 가운데 값을 말한다. 국가데이터처의 가계금융복지조사에 따르면, 20251인 가구 중위소득은 2909천원, 4인 가구는 7417천원이었다. 그런데, 보건복지부가 발표한 2025년 기준중위소득은 1인 가구 2392천원, 4인 가구 6098천원으로 실제 중위소득보다 각각 517천원, 1319천원 적었다.

2026년도 기준중위소득까지 최근 6년간은 전년도 기준중위소득에 가계금융복지조사에서 뽑힌 중위소득의 최근 3년 평균증가율인 기본증가율을 곱하고, 여기에 추가증가율을 더해 내년도 기준중위소득을 산정했다. 이 방식은 가계금융복지조사의 연도별 변동성이 크고, ‘최근 3년 평균 증가율자료도 미래 기준중위소득으로부터 3~5년 전의 과거 값이어서 시차가 큰 문제가 있었다.

중생보는 이같은 문제를 매년 다른 기준으로 그때그때 보정했지만, 내년부터는 최신 소비자물가지수와 실질경제성장률(GDP) 등 다른 주요 사회·경제 지표를 참조 기준으로 명시해 증가율을 보정하기로 했다.

 

<내년도 기초생활보장 수급자 선정기준이 인상된다>

내년도 기준중위소득이 인상되면 기초생활보장 수급자 선정기준과 급여액도 달라진다. 국민기초생활보장 수급자 선정기준은 가구 소득인정액이 기준중위소득의 일정 비율 이하이다. 올해와 동일하게 생계급여 수급자는 가구 소득인정액이 기준중위소득의 32%, 의료급여 수급자는 기준중위소득의 40%, 주거급여 수급자는 기준중위소득의 48%, 교육급여 수급자는 기준중위소득의 50%.

2027년도 기준중위소득을 적용할 때 1인 가구는 가구 소득인정액이 월 2736042원의 32%875533원 이하일 때 생계급여 수급자로 선정될 수 있고, 생계급여액은 월 최대 875533원이다. 2인 가구는 소득인정액이 월 4480645원의 32%1433806원 이하일 때 수급자로 선정되고, 3인 가구는 월 5718091원의 32%1829789원 이하일 때, 4인 가구는 월 6929885원의 32%2217563원 이하일 때 수급자로 선정될 수 있다. 내년도 생계급여액은 올해와 비교하면 1인 가구는 약 55천원, 4인 가구는 약 14만원 인상될 것이다. 올해 물가상승율과 생활수준의 변화를 고려하면 크게 좋아진 것은 아니지만, 가처분소득이 조금 늘어나는 셈이다.

가구 소득인정액이 기준중위소득의 40% 이하인 의료급여 수급자 선정기준은 1인 가구 1094417, 4인 가구 2271954원이고, 기준중위소득의 48% 이하인 주거급여 수급자는 1인 가구 1313300, 4인 가구 3326345원이며, 기준중위소득의 50% 이하인 교육급여 수급자는 1인 가구 1368021, 4인 가구 3464943원이다.

 

<노인의 수급자 선정기준도 달라진다>

국민기초생활보장 수급자는 가구 소득인정액이 기준중위소득의 32% 이하일 때 생계급여, 40% 이하일 때 의료급여, 48% 이하일 때 주거급여, 50% 이하일 때 교육급여 수급자로 선정될 수 있다. 하지만, 생계급여 수급자는 가구 소득인정액이 낮더라도 부양의무자의 연간소득이 13천만원 이하이고 재산이 12억원 이하일 때 선정될 수 있다. 의료급여 수급자는 부양의무자 기준이 훨씬 엄격하기에 경제력이 있는 자녀가 있는 부모는 수급자로 선정되기 어렵다.

그런데, 소득인정액, 소득평가액, 소득, 근로소득은 다른 낱말이다. 많은 사람들이 가구 소득인정액은 소득평가액에 재산의 소득환산액을 합친 금액이라는 것은 알지만, 소득평가액은 근로소득과 사업소득의 경우 30%를 공제한 후 산출된다는 것을 잘 모른다. 특히, 65세 이상 노인은 근로소득과 사업소득에서 월 20만원을 빼고 나머지 금액에서 30%를 공제받아 소득평가액이 산출된다.

따라서, 1인 가구의 생계급여 수급자 선정기준인 875533원은 노인의 근로사업소득이 1450761원 이하일 때 충족될 수 있다. 같은 방식으로 의료급여 수급자 선정기준인 1094417원은 근로사업소득이 1763452원 이하, 주거급여 수급자 선정기준인 1313300원은 근로사업소득이 2076142원 이하, 교육급여 수급자 선정기준인 1368021원은 근로사업소득이 2154315원 이하일 때 신청하면 수급자로 선정될 수도 있다. 같은 방식을 2인 가구에 적용하면 수급자 선정기준인 소득인정액보다 상당히 높은 근로사업소득을 가진 노인도 재산의 소득환산액이 적으면 수급자로 선정될 수도 있다.

 

<청년은 주거급여와 교육급여를 활용할 수 있다>

가구의 사전적 의미는 현실적으로 주거 및 생계를 같이하는 사람의 집단, 또는 독신으로서 주거를 가지고 단독 생활을 영위하는 자이다. 일반적으로 미혼 청년은 학업을 위해 주거를 달리하면 부모가구의 가구원으로 간주되고, 경제활동을 하면서 따로 살고 주민등록을 달리하면 다른 가구로 본다.

부모와 따로 살고 경제활동을 하는 34세 이하 청년은 각종 복지급여를 신청할 때 유리하다. 청년이 부모와 함께 살면 청년과 부모의 소득을 합치고 재산을 소득으로 환산하여 소득인정액을 산정하지만, 따로 살면 청년의 소득과 재산만으로 소득인정액을 계산한다. 청년은 근로사업소득에서 월 60만원을 빼고 추가로 30%를 공제받은 금액이 소득평가액이다.

청년의 근로사업소득은 공제받는 금액이 많기에 1인 가구의 생계급여 수급자 선정기준인 875533원은 청년의 근로사업소득이 1850761원 이하일 때 충족될 수 있다. 의료급여 수급자는 근로사업소득이 2163452원 이하, 주거급여 수급자는 2476142원 이하, 교육급여 수급자는 2454315원 이하이고 재산의 소득환산액이 없으면 수급자로 선정될 수도 있다.

부양의무자 기준이 없는 주거급여와 교육급여 수급자는 경제활동을 하면서 부모와 따로 사는 청년이 신청하면 선정될 가능성이 높다. 주거급여 수급자는 기준 임대료의 범위에서 월세를 지원받고, 공공임대주택에 우선 입주할 수 있다. 실업이나 폐업 등으로 경제적 위기에 처한 청년은 복지로나 읍동 행정복지센터에 긴급복지와 기초생활보장사업 등을 신청할 수 있다.

The 2027 median income standard has been finalized

The government has set the median income for 2027 at approximately 2.73 million won for a single-person household, 4.48 million won for a two-person household, 5.71 million won for a three-person household, and 6.92 million won for a four-person household.

 

The Ministry of Health and Welfare held the 80th Central Livelihood Security Committee meeting (hereafter referred to as the Committee) and deliberated and resolved on changes to the method of calculating the median standard income, the 2027 median standard income, the selection criteria for each type of basic livelihood security benefit, and the minimum security level.

The median income for 2027 is 2,736,042 won per month for a single-person household, up 171,804 won from this year’s 256,4238 won; 448,0645 won for a two-person household, up 281,353 won from this year’s 419,9292 won; 535,147 won for a three-person household, up 350,905 won from this year’s 289,9292 won; and 692,9885 won for a four-person household, up 535,9036 won from this year’s 289,9292 won.

This is a 6.7% increase from this year, marking the highest growth rate since the calculation of the 2015 median income began. Jung Saengbo explained, “We believe there is a need to actively respond to the deepening poverty and K-shaped polarization, and decided on the largest-ever increase following 6.42% in 2025 and 6.51% in 2026.”

 

The median standard income is an indicator used as the benchmark for more than 80 various welfare policies, including the National Basic Livelihood Security System. At the Central Livestock Agency, which includes the Minister of Health and Welfare, government officials, and representatives from academia and civil society, the designation is finalized each year after review.

The standard median income announced so far had a considerable discrepancy from the actual median income. Median income refers to the value in the middle when all households are lined up in order of income. According to the National Statistical Office’s Household Finance and Welfare Survey, the median income in 2025 was 2,909,000 won for a single-person household and 7,417,000 won for a four-person household. However, the 2025 median income announced by the Ministry of Health and Welfare was 2,392,000 won for a single-person household and 6,098,000 won for a four-person household, which was 517,000 won and 1,319,000 won less than the actual median income, respectively.

For the past six years up to the 2026 median income, the median income for the previous year was multiplied by the “base growth rate,” which is the average increase over the past three years of the median income selected in the Household Finance and Welfare Survey, and then the “additional growth rate” was added to calculate next year’s median income. This method had a large annual variability in the Household Finance and Welfare Survey, and the data on the “average growth rate over the past three years” were based on past values from 3 to 5 years prior to the future median income, so there was a significant time lag problem.

Although the issue of the “Jungsaengbo” has been adjusted each year on different criteria, starting next year it will be decided to adjust the growth rate by specifying other major social and economic indicators, such as the latest consumer price index and real economic growth rate (GDP), as reference standards.

 

If next year’s median income standard is raised, the eligibility criteria for basic livelihood security recipients and the benefit amounts will also change. The eligibility criterion for recipients of the National Basic Livelihood Security is that the household’s recognized income is at or below a certain percentage of the standard median income. As in this year, the household recognized income for livelihood benefit recipients is 32% of the median income, for medical benefit recipients is 40%, for housing benefit recipients is 48%, and for education benefit recipients is 50% of the median income.

When applying the median income standard for 2027, a single-person household may be selected as a recipient of livelihood benefits if the household’s recognized income is 875,533 won or less, which is 32% of the monthly recognized income of 2,736,042 won. The maximum amount of livelihood benefits is 875,533 won per month. A two-person household may be selected as a recipient if their recognized income is 1,433,806 won or less, which is 32% of the monthly recognized income of 4,480,645 won. A three-person household may be selected as a recipient if their recognized income is 1,829,789 won or less, which is 32% of the monthly recognized income of 5,718,091 won. A four-person household may be selected as a recipient if their recognized income is 2,217,563 won or less, which is 32% of the monthly recognized income of 5,718,091 won. Next year’s livelihood benefit amount will increase by about 55,000 won for a single-person household and about 140,000 won for a four-person household compared with this year. Considering this year’s inflation rate and changes in living standards, it is not a significant improvement, but it means disposable income has increased slightly.

The eligibility criteria for medical aid recipients whose household recognized income is 40% or less of the median standard income are 1,094,417 won for a single-person household and 2,271,954 won for a four-person household, while the housing benefit recipients whose household recognized income is 48% or less of the median standard income are 1,368,021 won for a single-person household and 3,464,943 won for a four-person household, and the education benefit recipients whose household recognized income is 50% or less of the median standard income are 1,368,021 won for a single-person household and 346,4943 won for a four-person household.

 

Recipients of the National Basic Livelihood Security may be selected as recipients of livelihood benefits if their household recognized income is 32% or less of the median income; medical benefits if 40% or less; housing benefits if 48% or less; and education benefits if 50% or less. However, a livelihood benefit recipient may be selected even if the household’s recognized income is low, provided that the obligated supporter’s annual income is 130 million won or less and their assets are 1.2 billion won or less. Because the support obligation criteria for medical aid recipients are much stricter, parents with financially capable children find it difficult to be selected as recipients.

However, recognized income amount, assessed income amount, income, and earned income are different terms. Many people know that the recognized household income is the sum of the assessed income and the income-converted value of property, but they do not fully understand that the assessed income is calculated after deducting 30% for earned income and business income. In particular, for seniors aged 65 and older, the assessed income is calculated by subtracting 200,000 won per month from earned income and business income, and then deducting 30% from the remaining amount.

Therefore, the recipient eligibility criterion of 875,533 won for single-person households receiving livelihood benefits can be met if the elderly person’s earned or business income is 1,450,761 won or less. In the same manner, the medical aid recipient selection criterion of 1,094,417 won may be applied for if earned or business income is 1,763,452 won or less; the housing benefit recipient selection criterion of 1,313,300 won may be applied for if earned or business income is 2,076,142 won or less; and the education benefit recipient selection criterion of 1,368,021 won may be applied for if earned or business income is 2,154,315 won or less, and the recipient may be selected as a recipient. Applying the same method to a two-person household, an elderly person with earned or business income significantly higher than the recognized income used as the recipient selection criterion could also be selected as a recipient if the income-converted value of their assets is low.

 

The dictionary definition of household is “a group of people who live together in reality for both residence and livelihood, or a single person who lives alone with a residence.” Generally, if an unmarried young adult changes their residence for educational purposes, they are considered a member of the parent household; if they live separately while working and have a different resident registration, they are regarded as belonging to a “different household.”

Young people aged 34 or younger who live separately from their parents and are economically active have an advantage when applying for various welfare benefits. If the young person lives with their parents, the combined income of the young person and the parents is combined, and the assets are converted into income to calculate the recognized income amount; however, if they live separately, the recognized income amount is calculated based only on the young person’s income and assets. For young people, the assessed income is the amount after deducting 600,000 won per month from earned or business income and receiving an additional 30% deduction.

Because the amount of a young person’s earned or business income that can be deducted is large, the 875,533 won threshold used as the selection criterion for single-person household recipients of livelihood benefits can be met if the young person’s earned or business income is 1,850,761 won or less. Medical aid recipients have earned or business income of 2,163,452 won or less; housing benefit recipients have earned or business income of 2,476,142 won or less; education benefit recipients have earned or business income of 2,454,315 won or less, and if there is no income-converted value of assets, they may also be selected as recipients.

Recipients of housing and education benefits, which have no dependent obligation criteria, are more likely to be selected if a young person who is economically active and lives separately from their parents applies. Housing benefit recipients can receive monthly rent support within the standard rent limit and may be given priority in moving into public rental housing. Young people facing an economic crisis due to unemployment or business closure can apply for emergency welfare and basic livelihood security programs at the Bokji-ro or the town, township, or neighborhood administrative welfare center.
