[Professor Lee Yong-gyo’s Welfare Knowledge] - 551 (Dream Today, contributed on September 10, 2026)
There is a place that gives livelihood support funds during Chuseok
Lee Yong-gyo
(Professor Emeritus at Gwangju University, welfare critic)
Ahead of Chuseok, some local governments are providing “livelihood support funds” and similar measures. To stabilize people’s livelihoods and promote local consumption, up to 500,000 won per person will be provided through local love gift certificates and similar means.
Some local governments plan to give “livelihood support payments” to all residents before Chuseok. Unlike government disaster relief payments or high oil price damage support payments provided to the entire population, this is paid from the local governments’ own budgets, so the payment status, name, and amount vary by region.
Local governments promoting the payments say the purpose is to support residents struggling due to high oil prices and a prolonged economic downturn, and to increase local consumption. In particular, it emphasizes that by distributing them as local love gift certificates with limited usage, the effect on increasing sales for local small business owners and traditional markets is significant.
In some areas, the plan to distribute the funds has been stalled because they have not passed the local council, and even within the same metropolitan city or province, some basic local governments are receiving or not receiving the funds, leading to complaints such as, “Why aren’t we getting any?”
Looking at local governments with established detailed payment plans, the places providing the highest support amounts are Hampyeong County in South Jeolla Province and Uiryeong County in South Gyeongsang Province, each providing 500,000 won per person. Starting August 7, Hampyeong County decided to provide relief funds in the form of prepaid cards to approximately 29,000 residents in total. To this end, a budget of 15.11 billion won was secured through a supplementary budget.
Uiryeong County in Gyeongnam has also decided to provide 500,000 won per person as a livelihood stabilization support fund to all residents and is proceeding with follow-up procedures. Tongyeong City is also accepting applications for the “Tongyeong-style Livelihood Recovery Support Fund,” with a scale of 350,000 won per person. The city initially pushed to provide 330,000 won per person in June, but faced controversy during the local election period, and in the 9th elected term, it decided to provide 350,000 won per person to the city council. Gimhae City will also provide livelihood support payments of about 100,000 won per person before Chuseok.
In the Jeonnam-Gwangju Integrated Special City, which was unified on July 1, eight out of the 27 cities, districts, and counties are scheduled to distribute livelihood support payments before Chuseok. Five local governments, including Hampyeong County, will distribute support funds before Chuseok. Goheung County and Jangheung County will provide 300,000 won per resident in local love gift certificates, while Naju City will provide 200,000 won per person in Naju love gift certificates. Yeongam County also gives 100,000 won per person before Chuseok.
Some areas considered providing livelihood support payments, but in some places the related budget allocation was delayed or the timing of payment was postponed. Jangseong County said it would give 600,000 won to every resident, but it has yet to decide when the payments will be made. Muan County also intended to provide 100,000 won per person, but since the relevant ordinance has not been enacted, a separate ordinance will be established and payments will be made around the end of this year. Gwangyang City, which pledged 300,000 won per person, has begun restructuring its expenditure and decided to implement the project in phases.
In North Jeolla Province, Buan County, Gochang County, and Wanju County have each decided to give 300,000 won per resident ahead of Chuseok. Buan County will give all residents prepaid cards that can only be used within Buan, Gochang County will provide residents with vitality support funds, and Wanju County will also give about 105,000 residents 300,000 won each.
In North Gyeongsang Province, Uljin County plans to provide 300,000 won per person to all residents through the Uljin Love Card. The 14.2 billion won needed for support will be covered by increased funds, such as additional ordinary local allocation tax revenue and higher local income tax. Mungyeong City will also provide a high oil price crisis response support payment of 250,000 won per citizen. The support fund will be provided via prepaid cards and can be used at small business stores in the region with annual sales of 3 billion won or less until the end of the year. However, gas stations may use it regardless of sales revenue. The city has completed consultations with the Mungyeong City Council to enable the distribution of support funds starting before Chuseok, and will invest a total of 16.8 billion won.
In Chungbuk, Yeongdong County will provide the second round of livelihood stabilization support funds, giving 300,000 won per resident in the form of local gift certificates. Applications will be accepted starting August 17, and payments will be made sequentially. Earlier, in January, Yeongdong County also distributed the first round of livelihood stabilization support funds, providing 500,000 won per person. Sokcho City in Gangwon Province has been accepting applications for the Livelihood Recovery Support Fund since July 20, and it has been revealed that nearly 7.8 billion won has been spent within just three weeks of the payments beginning.
Some local governments were unable to obtain council approval, causing a halt to the disbursement of support funds. Gangneung City in Gangwon Province had been pushing for a plan to provide 100,000 won per person in Gangneung Pay, but the city council rejected both the original and revised versions of the related ordinance due to opposition from some council members. Afterward, voices of criticism emerged within the local community toward the city council members affiliated with the People Power Party. In response, the Gangneung city council members who opposed it stated, “This ordinance is a makeshift administration that allows the massive public funds of citizens to be spent without clear standards and procedures,” adding, “We judged that expressing a rejection of an incomplete ordinance was our duty to the citizens.”
Dangjin City in Chungnam also pushed to provide an “economic recovery support fund” worth a total of 53 billion won, giving 300,000 won per citizen before Chuseok, but it failed to pass the city council. The Dangjin City Council put the related ordinance to a vote, but it was rejected because the ruling and opposition parties were evenly split. Lawmakers from the People Power Party opposed it, saying that local economic indicators are not so poor as to require payments to all citizens, and that the financial burden of fully investing 53 billion won from city funds is also significant. On the other hand, Democratic Party lawmakers opposed it, saying it was a pledge that the People Power Party candidate had also put forward during the local elections, calling it "an unjustified obstruction of city administration.“
Including Gyeonggi Province, which recently announced a fiscal crisis in the media, Incheon Metropolitan City, Busan Metropolitan City, and Jeju Special Self-Governing Province have no plans to provide livelihood support payments around Chuseok. Even within the same metropolitan city or province, decisions vary by local government, leading to complaints such as, “Why are we the only ones without support?” and sparking debates over regional fairness.
Officials said, “While the livelihood support fund can play a certain role in revitalizing the local economy, since it is a short-term measure, its fiscal soundness and policy effectiveness must be reviewed to determine whether it is truly necessary before deciding on its distribution.”
Meanwhile, a research institute has projected that the high oil price damage relief payments (4.8 trillion won) provided by the government through the supplementary budget for the first half of the year will contribute 0.22 percentage points to this year’s economic growth rate. However, he pointed out that since large-scale fiscal spending can stimulate inflation, the government should exercise restraint in the scale if it considers a second supplementary budget. The government's position is that, "at this time, we are not considering drafting a second supplementary budget."
The Korea Economic Research Institute, under the Korea Economic Association, analyzed that the high oil price damage support payments would gradually boost private consumption in the second to fourth quarters, resulting in an expected stimulation effect of about 5.03 trillion won in GDP. The researcher analyzed household marginal propensity to consume and estimated the consumption effect of the support payments. The marginal propensity to consume refers to the proportion of the transfer income (subsidy) received by a household that is actually spent on consumption. The analysis showed that low-income individuals living in rural farming and fishing areas had higher marginal propensity to consume.
