조부모 등은 아이돌봄비를 받을 수 있다

서울시는 9월부터 육아를 도와주는 조부모와 4촌이내 친인척에게도 돌봄비용을 지급하는 ‘서울형 아이돌봄비’ 지원 사업을 시작한다.

<서울형 아이돌봄비 지원사업이란>

서울형 아이돌봄비 지원사업은 조부모와 삼촌, 이모, 고모 등 4촌 이내(영아 기준) 친인척이 한 달에 40시간 이상 아이를 돌보는 가정에 아이 1명당 월 30만원을 지원하는 것이다. 친인척이 지원하기 어렵거나 민간 아이돌봄 서비스를 선호하면 서울시가 지정한 서비스 제공기관을 이용할 수 있도록 월 30만원 상당 이용권이 지급된다. 10월 기준으로 24개월 이상 36개월 이하 아이를 키우면서 맞벌이 등으로 양육 공백이 생길 수 있는 기준 중위소득 150% 이하 가구가 대상이다.

<조부모가 아이를 봐주는 현실을 반영한 것이다>

서울형 아이돌봄비는 맞벌이, 한부모(조손), 다자녀 가정 같이 부모가 직접 아이를 돌보기 힘들어 조부모, 삼촌, 이모, 고모 등 친인척이나 민간 육아도우미의 돌봄 지원을 받는 양육공백 가정을 실질적으로 지원하는 사업이다. 이는 ‘아이 키우기 좋은 도시 서울’을 만들기 위한 ‘엄마아빠 행복 프로젝트’의 대표 사업으로, 가족 돌봄과 민간 돌봄서비스를 함께 지원하는 것은 전국 최초다.

서울시는 조부모가 아이를 봐주는 집이 많은 현실에서 서울형 아이돌봄비가 경제적 지원을 넘어서, 조부모의 손자녀 돌봄 노동의 가치를 인정하고 지원하는 의미를 갖는다고 설명했다.

<지원대상은 중위소득 150% 이하 가구이다>

서울형 아이돌봄비 지원 대상은 24개월 이상 36개월 이하(신청 시점 기준)의 아이를 키우며 맞벌이, 다자녀, 다문화, 한부모 가정 등 양육 공백이 있는 중위소득 150% 이하 가구이다.

친인척 육아 조력자의 범위는 돌봄 아이를 기준으로 4촌 이내의 19세 이상 친인척이며, 다른 시·도에 거주하는 경우에도 육아 조력자로 활동이 가능하다.

2023년 가구원수별 기준 중위소득 150%(월소득 기준, 세전)는 3인 6,653천원, 4인 8,102천원, 5인 9,497천원이다. 맞벌이 가정은 부부 합산소득의 25%를 경감받아 소득이 더 많은 가구도 지원받을 수 있다.

지원대상을 선정할 때 가구의 소득만 보고, 재산을 고려하지 않는다는 점이 특징이다. 기초연금 수급자를 선정할 때, 소득평가액에 재산의 소득환산액을 합산한 소득인정액을 기준으로 한 것과 비교된다. 또한, 아이돌봄비는 부모급여, 아동수당, 가정양육수당 혹은 표준보육료 지원 등과 중복으로 받을 수 있다. 다만, 내용이 비슷한 아이돌봄서비스와 중복으로 받을 수는 없다.

<아동 1인당 월 30만원, 최대 월 60만원까지 받는다>

아이돌봄비는 조부모 등 4촌 이내 친인척 육아 조력자가 월 40시간 이상 돌봄시 영아 1명당 월 30만 원씩 최대 13개월간 지원받을 수 있다. 영아 2명은 월 45만원(월 60시간 이상 돌봄 시), 영아 3명은 월 60만원(월 80시간 이상 돌봄 시)까지 받을 수 있다. 아이돌봄비는 부모 또는 조력자 계좌로 입금된다.

한편, 친인척의 돌봄 지원이 어렵거나 민간 아이돌봄서비스를 선호하는 경우, 서울특별시와 협약을 맺은 민간 아이돌봄 서비스 기관을 이용할 수 있는 이용권(1명당 월 30만 원)을 지급받을 수 있다. 서울시는 3개 서비스 기관(맘시터 02-2135-1384, 돌봄플러스 02-2135-2296, 우리동네 돌봄 히어로 02-6232-0323)을 선정, 서울시？25개 자치구？민간 기관 간 5자 협약을 체결한다.

<서울시 출산·육아 종합 포털에서 신청할 수 있다>

이 사업의 신청은 9월 1일 문을 여는 서울시 출산·육아 종합 포털 ‘출산에서 육아까지 몽땅정보 만능키’를 통해 할 수 있다. 매월 1일부터 15일까지 부모 등 양육자가 ‘몽땅정보 만능키’를 통해 온라인으로 신청 가능하다. 신청이 완료되면 이후 각 자치구에서 자격 확인을 거쳐 지원 대상을 선정한다. 수당은 신청일 다음 달부터 수행된 돌봄에 대해 지급된다. 예를 들어 9월(1~15일)에 서울형 아이돌봄비를 신청한 경우, 9월 중 ‘대상자 선정·알림’, 10월에 ‘돌봄활동 수행’, 11월에 ‘돌봄비 지급’ 순으로 진행된다. 자세한 문의는 다산콜(02-120)로 할 수 있다.

<돌봄 활동 지원을 위해 모니터링단을 운영한다>

돌봄활동시간 인증은 QR코드(‘몽땅정보 만능키’ 누리집에서 생성)를 통해 이뤄진다. 아이를 맡길 때와 돌봄활동을 종료할 때 양육자 휴대전화로 QR코드를 생성하고, 조력자의 휴대전화로 QR코드를 촬영해서 시간을 확인하는 방식이다. 조력자가 다른 시·도에 거주하면서 아이를 돌보고 있는 경우에는 돌봄활동 사진을 업로드 하는 방식으로 돌봄시간을 확인한다.

또한, 시는 돌봄 활동 지원과 부정수급 방지를 위해 별도 모니터링단을 운영할 계획이다. 모니터링단은 부모와 조력자가 협의해 미리 작성한 돌봄 계획의 장소와 시간을 파악해 전화(영상)모니터링을 실시하고, 필요시 현장 방문으로 확인한다. 육아 조력자가 월 3회 이상 전화·현장 모니터링을 거부하면 돌봄비 지원을 중지한다. 아울러 모니터링을 통해 친인척 육아 조력자의 돌봄 애로사항을 청취하고 필요시 육아코디네이터의 돌봄상담이나 양육코칭 지원을 연계하여 육아 조력자의 돌봄활동을 지원한다.

<전국에서 아이돌봄서비스를 받을 수 있다>

서울형 아이돌봄비 지원사업과 별도로 전국에서 아이돌봄서비스를 받을 수 있다. 이 서비스는 양육공백이 발생한 가정의 만 12세 이하 아동을 대상으로 아이돌보미가 찾아가는 돌봄 서비스를 제공하여 부모의 양육부담을 경감하고 시설보육의 사각지대를 보완하고자 만들어졌다.

이 사업의 목적은 가정의 아이돌봄을 지원하여 아이의 복지증진과 보호자의 일·가정 양립을 통한 가족구성원의 삶의 질 향상과 양육친화적인 사회 환경(아이돌보미 일자리 창출 등)을 조성하는데 목적이 있다.

<아이돌봄서비스는 시간제, 종일제 등이 있다>

아이돌봄서비스는 시간제, 영아종일제, 질병감염아동지원서비스 등이 있다. 그중 시간제서비스는 양육공백이 발생한 가정의 만 12세 이하 아동을 대상으로 아이돌보미가 돌봄장소에 직접 찾아가 돌봄을 제공하는 서비스이다. 기본형은 생후 3개월 이상~만 12세 이하 아동, 연간 연 960시간 이내, 시간당 이용요금은 11,080원이고, 일반적인 돌봄활동이다. 종합형은 시간당 14,400원이고, 돌봄 아동과 관련된 가사서비스를 제공한다. 정부지원 시간 초과 시 전액 본인부담으로 서비스 이용이 가능하다.

영아종일제서비스는 생후 3개월 이상~만 36개월 이하 영아에게, 월 200시간 이내이고, 시간당 11,080원이며, 영아 돌봄과 관련된 활동 전반을 제공한다.

질병감염아동지원서비스는 유치원, 초등학교 등 시설 이용 아동이 전염성 및 유행성 질병 감염 등에 의해 불가피하게 가정양육이 필요한 경우 아이돌보미가 돌봄장소에 직접 찾아가 돌봄을 제공하는 서비스이다. 정부지원시간 미차감시 기본요금의 50%를 정부가 지원하고, 시간당 13,290원이며, 일반적인 돌봄활동과 간병을 제공한다. 이용시간은 기본 1회 2시간 이상이고, 추가는 최소 30분 단위이며, 이용기간은 질병 완치 시까지이다. 광주광역시 시민은 ‘광주아이키움’에서 신청할 수 있다.

The Seoul-type childcare fee support project is to provide 300,000 won per child per month to families with relatives within their fourth cousins (based on infants) who take care of their children for more than 40 hours a month. If it is difficult for relatives to support or prefer private child care services, a monthly pass worth 300,000 won will be paid to use the service provider designated by the Seoul Metropolitan Government. Applications for this project can be made through the Seoul Metropolitan Government's comprehensive portal for childbirth and childcare, which will open on September 1. The purpose of this project is to promote the welfare of children at home, improve the quality of life of family members through work-family compatibility of guardians, and create a parenting-friendly social environment (such as creating childcare jobs).

Child care services include part-time, full-time infant care, and disease-infected child support services. Among them, the part-time service is a service that provides care to children under the age of 12 in families with child-rearing gaps. The basic type is children from 3 months of age to 12 years of age, within 960 hours per year, and the hourly fee is 11,080 won, and it is a general care activity.
