2024년 노인 일자리 참여자를 모집한다

정부는 금년 12월 29일까지 2024년도 ‘노인 일자리 및 사회활동 지원사업(약칭 노인 일자리 사업)’ 참여자를 모집한다. 참여를 원하는 사람은 일자리 수행기관과 사업별로 신청 기간이 조금씩 다르니 지금 검색하기 바란다.

<노인 일자리 103만개의 참여자를 모집한다>

노인 일자리 사업은 일하기를 희망하는 노인에게 맞춤형 일자리를 공급하여 노인에게 소득 창출 및 사회 참여의 기회를 제공하는 제도이다. 노인은 일을 통한 적극적 사회 참여와 소득 보충 및 건강 증진의 기회를 얻고, 사회적으로는 노인 문제 예방 및 사회적 비용의 절감 효과를 거둘 수 있다. 이를 위해서는 노인 인력 활용에 대한 사회적 인식을 개선하고 민간 참여를 유도해야 하며, 은퇴 전후 준비 및 노인 생애 교육 등을 통해 노인 인력 교육과 연계하여 일자리를 창출해야 한다.

노인 일자리 사업의 운영 주체는 정부(보건복지부), 지방자치단체, 노인 인력 운영센터, 민간사업 수행기관이다. 사업 대상은 65세(일부는 60세) 이상으로, 대상자에게 ‘노인 적합형 일자리’를 창출·제공하는 노인복지사업의 하나이다.

보건복지부는 금년 11월 29일부터 12월 29일까지 내년도 ‘노인 일자리 및 사회활동 지원사업’에 참여할 노인을 모집하고 있다. 2024년에 마련된 노인 일자리는 공익활동형 65만4천개, 사회서비스형 15만1천개, 민간형 22만5천개 등 총 103만개다.

노인 일자리 수는 2004년 2.5만개에서 2023년 88.3만개, 2024년 103만개로 늘어난다. 노인 일자리 예산(국비 기준)은 2004년 212억 원에서, 2023년 1조 5,400억 원, 2024년 2조 262억원이다. 국비는 지방자치단체 보조금(서울 30%, 지방 50%)과 민간경상보조(국비 100%)로 쓰이기에 자치단체의 예산을 합치면 노인 일자리 예산은 더 늘어난다.

<공익활동형에는 기초연금 수급자가 참여할 수 있다>

지역사회 공익 증진을 위한 목적인 ‘공익활동형’은 노인이 노인을 돌보는 노노케어, 보육시설 봉사, 공공의료 복지시설 활동 등을 포함한다. 가장 많은 노인이 참여하는 공익활동형은 65세 이상 기초연금 수급자만 신청할 수 있다.

일반적으로 노인은 근로소득이나 사업소득, 재산소득, 국민연금·기초연금 등 이전소득의 합계로 생활하는데 이것만으로 헌법상 규정된 인간다운 생활을 하기 어려운 경우가 많다. 노인 중 소득하위 70% 이하에 해당되는 기초연금 수급자가 노노케어, 취약계층지원, 공공시설 봉사, 경륜전수 활동 등을 통해 소일하도록 지원하는 것이 공익활동형 일자리이다. 활동기간은 10~12개월이고, 활동시간은 월 30시간 이상(일 3시간 이내)이며, 활동비는 월 29만 원이다.

<사회서비스형에는 전체 노인이 참여할 수 있다>

노인 일자리 사업 중에서 사회서비스형과 민간형은 기초연금 수급자가 아닌 노인도 참여할 수 있다. 경력과 역량을 활용해 교육시설 학습보조 지원, 공공행정 업무지원 등을 하는 ‘사회서비스형’은 65세 이상(일부 60세)이 지원할 수 있다. 사회서비스형은 보육시설 지원, 청소년시설 지원, 장애인 서비스 지원, 노인 관련 시설 지원, 노인맞춤돌봄 서비스 지원 등이다. 근무기간은 10개월이고, 근무시간은 월 60시간이며 급여는 월 76.1만 원이다. 다만, 급여는 일자리 수행기관과 근로계약에 따라 다소 달라질 수 있다.

<민간형에는 60세 이상이 신청할 수 있다>

노인 일자리 사업 중에서 노인이 아닌 60세 이상도 신청할 수 있는 것은 민간형이다. ‘민간형’은 소규모 매장 등을 공동 운영해 노인 일자리를 창출하는 ‘시장형 사업단’, 청소원·경비원 등을 수요처로 연계해주는 ‘취업 알선형’, 기업 인턴 후 계속 고용을 유도하는 ‘시니어 인턴십’, 노인 다수 고용 기업에 지원해 일자리를 연계하는 ‘고령자 친화기업’ 등으로 나뉜다.

시장형은 소규모 매장(식품제조, 카페 등) 및 아파트 택배, 지하철 택배 등이다. 취업알선형은 시험감독관, 주유원, 단순노무직(경비 등), 관리사무직 등이다. 시니어인턴십은 버스 운전원, 조리사, 제조 종사자, 서비스직 등이다. 민간형 일자리의 근무기간, 시간, 급여는 근로계약에 따라 다르지만, 일반적으로 공익활동형보다 근무시간이 더 길고 급여가 높다.

<광주광역시는 3만2370명을 모집한다>

노인 일자리 사업은 국비 지원사업이지만, 사실상 지방자치단체가 주도적으로 수행한다. 예컨대, 광주광역시는 2024년 일자리 사업으로 1,344억 원을 투입해 5개 자치구와 5개 시니어클럽 등 65개 일자리 수행기관에서 3만2370개 일자리를 제공한다.

모집 일자리 수는 노노케어 등 공익활동형 사업 2만4054개, 보육시설보조 등 사회서비스형 사업 4652개, 매장운영 등 시장형 사업 2495개, 민간업체 취업알선형 사업 1169개이다.

<참여 희망자는 온·오프라인으로 신청할 수 있다>

참여 희망자는 12월 29일까지 주소지 내 가까운 행정복지센터나 노인복지관, 대한노인회, 시니어클럽 등에 방문해서 신청하면 된다. ‘노인일자리 여기’(www.seniorro.or.kr), ‘복지로’(www.bokjiro.go.kr), ‘정부24’(www.gov.kr) 등을 통해 온라인으로 신청할 수도 있다.

2023년 10월 기준 노인 일자리 수행기관은 1,279개이다. 그중 지방자치단체(139개), 노인복지관(278개), 대한노인회(202개), 시니어클럽(199개) 등이다. 수행기관은 ‘노인일자리 여기’를 클릭하면 시·군·구별로 검색할 수 있다. 예컨대, 서울 종로구를 검색하면 종로구 대한노인회, 종로구 도심권인생이모작지원센터, 여성중앙회 종로여성인력개발센터, 서울노인복지센터, 종로구청 어르신여성과 등 기관명과 주소가 검색된다.

노인 일자리 사업에 참가를 원하는 60세 이상은 노인 일자리 모집 기관과 기간을 확인하고, 수행기관 또는 시·군·구(행정복지센터)에 방문하여 참여 신청서를 제출하면 된다. 수행기관에서 신분증을 보여주고 최근 3개월 이내 발급받는 주민등록등본을 제출해야 한다.

신청자는 희망활동, 사업 적합성, 활동역량(보행능력, 의사소통) 등을 면담을 통해 확인받고, 신청받은 기관이 신청자의 자격정보 확인 후 선발기준에 따라 참여자를 선발하여 안내한다. 참여자의 희망 활동지역, 세부 분야 등을 고려하여 수요처(수요자)를 결정한다. 참여자는 활동내용 및 조건 등을 기재한 협약서 또는 근로계약서를 작성하고, 참여자 교육을 받은 후 활동할 수 있다.

<신청자가 많을 경우에는 기준에 따라 선발한다>

참여자는 소득 수준과 활동역량·경력, 선발기준에 따라 고득점자순으로 선발한다. 합격자는 12월 중순부터 2024년 1월 초에 개별 통보한다. 노인 일자리는 기초연금 수급자를 포함한 65세 이상 모든 노인이 온·오프라인으로 신청할 수 있고, 민간형은 60세 이상도 신청할 수 있다.

하지만, 국민기초생활보장 생계급여 수급자, 국민건강보험 직장가입자, 장기요양보험 등급판정자, 타 부처 일자리사업에 참여하는 사람은 신청할 수 없거나 신청해도 선정되지 않는다. 자세한 사항은 상담 대표전화(1544-3388)로 질문하거나 노인 일자리 수행기관에서 문의할 수 있다. 노인 일자리 사업에 참여하길 희망하는 사람은 지금 신청하기 바란다.

The government will recruit participants for the 2024 "Elderly Jobs and Social Activities Support Project (abbreviated as Elderly Jobs Project)" by December 29 this year. Those who want to participate should search now because the application period varies slightly depending on the job performance institution and business.

<1.03 million participants for senior citizens are recruited>

The Elderly Jobs Project is a system that provides customized jobs to the elderly who wish to work and provides them with opportunities to generate income and participate in society. The elderly can get opportunities to actively participate in society through work, supplement income, and promote health, and socially, prevent elderly problems and reduce social costs. To this end, it is necessary to improve social awareness of the use of the elderly workforce and induce private participation, and to create jobs in connection with education of the elderly through preparation before and after retirement and life education for the elderly.

The operating entities of the elderly job project are the government (Ministry of Health and Welfare), local governments, senior manpower management centers, and private businesses. The target of the project is 65 years of age (some are 60 years of age) or older, and it is one of the elderly welfare programs that create and provide "senior-appropriate jobs" to the target.

The Ministry of Health and Welfare is recruiting senior citizens to participate in next year's "Elderly Jobs and Social Activity Support Project" from November 29 to December 29 this year. In 2024, there are a total of 1.03 million jobs for the elderly, including 654,000 for public interest activities, 151,000 for social services, and 225,000 for private sectors.

The number of jobs for the elderly will increase from 2.5 million in 2004 to 883,000 in 2023 and 1.03 million in 2024. The budget for senior citizens' jobs (based on national expenditure) is from 21.2 billion won in 2004, 1.54 trillion won in 2023, and 2.262 trillion won in 2024. Since the national budget is used as subsidies for local governments (30% in Seoul, 50% in the provinces) and ordinary subsidies for the private sector (100% in the national budget), the budget for jobs for the elderly increases further when the budget of local governments is combined.

The 'Public Interest Activity Type', which aims to promote the public interest of the local community, includes no-care, child care facility service, and public medical welfare facility activities in which the elderly take care of the elderly. Only recipients of basic pension aged 65 or older can apply for the public interest activity type, in which the elderly participate the most.

In general, the elderly live on the sum of their previous income, such as earned income, business income, property income, and national pension and basic pension, but this alone is often difficult to live a human life prescribed by the Constitution. Public interest activity jobs support basic pension recipients who are under 70% of the elderly's income through non-care, support for the vulnerable, public facility service, and bicycle transfer activities. The activity period is 10 to 12 months, the activity time is more than 30 hours per month (within 3 hours per day), and the activity cost is 290,000 won per month.

Among the job programs for the elderly, the social service type and the private type can also participate in the social service type and the elderly who are not recipients of the basic pension. The "social service type," which uses its experience and capabilities to provide learning assistance for educational facilities and support for public administration work, can be supported by those aged 65 or older (some 60 years old). Social service types include support for childcare facilities, support for youth facilities, support for services for the disabled, support for facilities related to the elderly, and support for customized care services for the elderly. The working period is 10 months, the working hours are 60 hours per month, and the salary is 761,000 won per month. However, salaries may vary somewhat depending on the job performance agency and the labor contract.

Among the job programs for the elderly, it is a private type that even non-elderly aged 60 or older can apply. The 'private type' is divided into a 'market type business group' that creates jobs for the elderly by co-operating small stores, a 'job placement type' that links cleaners and security guards to consumers, a 'senior internship' that encourages continuous employment after interning at a company, and an 'senior-friendly company' that links jobs by applying to companies employing a large number of senior citizens.

Market types include small stores (food manufacturing, cafes, etc.), apartment delivery, and subway delivery. Employment arrangements include test supervisors, gas stations, simple labor jobs (expenses, etc.), and management offices. Senior internships include bus drivers, cooks, manufacturers, and service workers. The working period, time, and salary of private jobs vary depending on the labor contract, but in general, working hours are longer and salaries are higher than those of public interest activities.

The job project for the elderly is a state-funded project, but in fact, it is led by local governments. For example, Gwangju Metropolitan City will invest 134.4 billion won as a job project in 2024 to provide 32,370 jobs in 65 job performance institutions, including five autonomous districts and five senior clubs.

The number of jobs recruited is 24,054 public service-type projects such as no-care, 4,652 social service-type projects such as childcare facility assistance, 2,495 market-type projects such as store operation, and 1,169 employment placement projects for private companies.

Those who wish to participate can apply by visiting the administrative welfare center, senior welfare center for the elderly, Korean Senior Citizens' Association, and senior club near the address by December 29. As of October 2023, there were 1,279 senior job performance institutions. Applicants will receive confirmation of their desired activities, business suitability, and activity capabilities (pedestrian ability, communication) through interviews, and the institution that receives the application will select and guide participants according to the selection criteria after confirming the applicant's qualification information. The consumer (consumer) is determined in consideration of the participant's desired activity area and detailed field. A participant may prepare an agreement or a labor contract stating the details, conditions, etc. of activities and perform activities after receiving training for participants.

Participants are selected in the order of high scorers according to their income level, activity competency, experience, and selection criteria. Successful applicants will be notified individually from mid-December to early January 2024. All seniors aged 65 or older, including basic pension recipients, can apply online and offline for jobs for the elderly, while those aged 60 or older can apply for private jobs.

However, recipients of the National Basic Livelihood Security Livelihood Benefit, subscribers to the National Health Insurance, long-term care insurance ratings, and those who participate in the job project of other ministries cannot apply or are not selected even if they apply.
