청소년은 무료 건강검진을 받는다

정부는 학교 밖 청소년에게 무료 건강검진을 실시한다. 건강검진에 참여한 청소년은 1만 원 편의점 상품권도 받을 수 있다.

<학교 밖 청소년은 건강검진을 받을 수 있다>

여성가족부는 학교 밖 청소년의 건강검진을 독려하기 위해 2025년 6월 11일부터 7월 10일까지 국민건강보험공단과 전국 222개 학교밖청소년지원센터(이하 ‘꿈드림 센터’)와 함께 ‘학교 밖 청소년 건강검진 참여 행사’를 진행한다.

여성가족부는 학교 밖 청소년의 성장기 질병을 조기에 발견하고, 건강한 생활 습관 형성을 돕기 위해 2016년부터 국민건강보험공단과 협력해 9세 이상 18세 이하(19세는 다른 국가건강검진과 중복되지 않는 경우 가능)의 학교 밖 청소년을 대상으로 3년에 한 번씩 무료 건강검진을 실시하고 있다.

검진항목은 건강상담, 요검사, 혈액검사, 간염검사, 흉부 엑스레이, 구강검진, 성매개 감염병·매독·HIV 등 총 26개 항목이다. 검진비용은 본인 부담 없이 모든 항목은 국고 지원으로 이루어지고, 전국 1,000여 개 병·의원에서 검진받을 수 있다. 검진 기관은 국민건강보험공단 누리집에서 검색할 수 있다.

학교 밖 청소년의 건강검진은 ‘학교 밖 청소년 지원에 관한 법률’ 제11조의2(건강진단) “국가와 지방자치단체는 학교 밖 청소년의 건강증진 및 질환 예방을 위한 건강진단을 실시할 수 있다.”에 근거하고 있다.

이 법률에 따른 학교 밖 청소년은 초등학교·중학교 또는 이와 동일한 과정을 교육하는 학교에 입학한 후 3개월 이상 결석하거나 취학의무를 유예한 청소년, 고등학교 또는 이와 동일한 과정을 교육하는 학교에서 제적·퇴학처분을 받거나 자퇴한 청소년, 고등학교 또는 이와 동일한 과정을 교육하는 학교에 진학하지 아니한 청소년이다. 이 법률에서 청소년은 9세에서 24세까지이지만, 이번 학교 밖 청소년의 건강검진은 18세 이하를 대상으로 한다.

행사 기간 동안 건강검진을 받은 청소년에게는 1만 원 상당의 편의점 모바일 상품권도 제공한다. 이 상품권은 9월에 국민건강보험공단 누리집에 공지하고 일괄 발송될 예정이다.

<학교 밖 청소년의 건강검진은 연중 가능하다>

이번 행사 기간이 지난 후에도 학교 밖 청소년은 연중 건강검진을 무상으로 받을 수 있다. 현재 정부는 학교 밖 청소년 건강검진의 활성화를 위한 노력도 강화하고 있다. 국민건강보험공단은 최근 3년 내 건강검진을 받은 적이 없는 학교 밖 청소년에게 전화, 카카오톡 알림톡, 문자 등으로 건강검진을 안내한다. 한편, 꿈드림 센터는 청소년들이 자주 사용하는 페이스북, 인스타그램 등 사회관계망서비스(SNS)를 활용해 건강검진을 홍보하고 있다.

필자가 학교밖청소년지원센터 누리집에서 ‘학교 밖 청소년 건강검진 이벤트 안내’를 클릭해 보았다. 이벤트 참여방법은 하단의 ‘수검이벤트 참여하기’를 클릭하고 신청하기, 학교 밖 청소년 검진기관에서 검진 예약하기, 이벤트 기간 내 건강검진 받기, 검진 결과 확인하고 편의점 모바일 상품권 받기 순으로 안내되었다.

수검이벤트 참여하기로 신청하고 검진받은 사실이 검진기관을 통해 확인(~8월 9일까지)된 경우만 인정된다. 기본검진과 구강검진을 모두 받아도 1인당 1번의 검진만 인정받고, 건강검진 신청 시 기재한 휴대전화번호로 경품이 발송된다는 점에 유의하기 바란다.

<치료가 필요하면 의료비 등을 지원받을 수 있다>

학교 밖 청소년이 건강검진 결과 치료가 필요한 경우 거주지 읍·면·동 행정복지센터 또는 복지로 누리집에서 ‘위기청소년 특별지원’을 신청하면 지방자치단체 청소년복지심의위원회의 심의를 거쳐 의료비 등을 지원받을 수 있다.

청소년복지지원법으로 위기청소년은 “가정 문제가 있거나 학업 수행 또는 사회 적응에 어려움을 겪는 등 조화롭고 건강한 성장과 생활에 필요한 여건을 갖추지 못한 청소년을 말한다.”로 규정되어 있다. 일반적으로 위기청소년은 비행·일탈 예방을 위해 지원이 필요한 청소년, 학교 밖 청소년, 보호자가 없거나 실질적으로 보호자의 보호를 받지 못하는 청소년, 일정기간 이상 한정된 공간에서 외부와 단절된 상태로 생활하여 정상 생활이 곤란한 청소년 등을 말한다.

정부의 ‘위기청소년 특별지원’은 9세 이상 24세 이하의 사회·경제적으로 어려움이 있는 위기 청소년에게 국가가 지역사회 청소년안전망을 통하여 치료·수술비 등을 지원하는 사업이다.

<청소년의 건강보장은 국가적 관심사이다>

청소년기는 성장과 호르몬 변화가 활발한 시기이고, 이 시기에 발생한 건강문제는 평생 건강에 영향을 줄 수도 있다. 이 때문에 청소년 건강검진은 단순한 체크리스트가 아니라 성장관리와 조기질환 예방을 위한 중요한 예방 의료 중 하나이다.

청소년 건강검진 대상 중 학생은 초등학교 1학년, 초등학교 4학년, 중학교 1학년, 고등학교 1학년생을 대상으로 학교에서 교육청과 연계하여 단체 검진을 실시한다. 학생이 아닌 일반 검진은 만 14세, 17세 청소년을 대상으로 지정 병·의원에서 국민건강보험공단이 개별 통보하는 방식이다. 이번 학교 밖 청소년에 대한 건강검진은 모든 청소년이 빠짐없이 건강검진을 받을 수 있도록 하기 위함이다.

청소년복지지원법은 청소년의 건강보장을 규정하고 있다. 이 법 제5조에는 “국가 및 지방자치단체는 성별 특성을 고려하여 청소년의 건강증진 및 체력 향상을 위한 질병 예방, 건강 교육 등의 필요한 시책을 수립하여야 하며, 보호자는 양육하는 청소년의 건강증진 및 체력 향상에 노력하여야 한다. 국가 및 지방자치단체는 관련 기관과 협의하여 성별 특성을 반영한 청소년의 건강·체력 기준을 설정하여 보급할 수 있다. 국가 및 지방자치단체는 여성청소년의 건강한 성장을 위하여 여성청소년이 생리용품을 신청하는 경우 이를 지원한다.”고 규정되어 있다. 정부가 청소년의 건강증진을 위해 노력하여야 하고, 특히 여성청소년의 건강한 성장을 위해 지원해야 한다는 점을 규정하였다.

또한, 국가와 지방자치단체는 청소년의 체력검사와 건강진단을 실시할 수 있고, 그 결과를 청소년 본인에게 알려주어야 한다. 청소년에 대한 체력검사·건강진단의 실시와 그 결과 통보를 전문기관 또는 단체에 위탁할 수 있다. 정부는 청소년 중 학생은 학교를 통해 체력검사와 건강진단을 받고 있기에 학교 밖 청소년도 꿈드림 센터를 통해 받도록 독려하고 있다.

<청소년1388에 전화로 문의할 수 있다>

건강진단을 받고 싶은 청소년은 본인 또는 대리인이 ‘청소년 체력검사 및 건강진단 신청서’를 작성하여 제출하면 된다. 신청할 때 같이 제출해야 하는 서류는 ‘학교 밖 청소년임을 증명하는 서류’이고, 담당공무원은 직권으로 주민등록표 등·초본을 확인할 수 있다.

학교 밖 청소년이 건강검진 대상 여부와 수검방법 등 자세한 내용을 묻고 싶다면, 청소년1388(유선: 1388, 휴대전화: 지역번호+1388), 가까운 꿈드림 센터에서 확인할 수 있다. 건강검진은 청소년1388 누리집에서 신청서 양식을 내려받아 구비서류와 함께 거주지 꿈드림 센터를 방문하거나 우편 또는 전자메일로 신청하면 된다. 가장 간단한 방법은 청소년이 꿈드림 센터 누리집을 방문하여 ‘건강검진 받기’를 클릭하고 이름, 생년월일, 성별, 개인정보 이용 동의서를 작성하여 제출하면 된다. 이후 지정된 검진기관에서 소정의 검진을 받으면 된다.

Adolescents receive free medical checkups

The government provides free health checkups for teenagers outside of school. Teenagers who participate in health checkups can also receive gift certificates from convenience stores costing 10,000 won (approx.

The Ministry of Gender Equality and Family will hold an "Out-of-School Youth Health Examination Participation Event" with the National Health Insurance Corporation and 222 out-of-school youth support centers nationwide (hereinafter referred to as "Dream Center") from June 11 to July 10, 2025 to encourage out-of-school youth health examinations.

The Ministry of Gender Equality and Family has been working with the National Health Insurance Service since 2016 to detect growing diseases of out-of-school teenagers early and to help them form healthy lifestyles.

Out-of-school juveniles under this Act are juveniles who have been absent or suspended from school for at least three months after entering elementary, middle schools, or schools that provide the same course, or who have been expelled or expelled from high school or schools that provide the same course, or have not entered schools that provide the same course. In this Act, adolescents are aged 9 to 24, but the health examination of out-of-school adolescents is for those under 18 years of age.

I clicked "Information on Out-of-School Youth Health Examination Event" on the website of the Out-of-School Youth Support Center. How to participate in the event was guided in the order of clicking and applying for "participating in the examination event" at the bottom, booking a checkup at a youth examination institution outside of school, receiving a health checkup within the event period, checking the results of the examination, and receiving a mobile gift certificate at a convenience store.

Only if you apply to participate in the examination event and the fact that you have been examined is confirmed through the examination agency (~August 9). Please note that even if you receive both basic and oral examinations, only one examination per person will be recognized, and prizes will be sent to the mobile phone number you entered when applying for a medical examination.

If out-of-school youth need treatment as a result of health checkups, they can receive medical expenses after deliberation by the local government's Youth Welfare Review Committee if they apply for "special support for crisis youth" at their eup/myeon/dong administrative welfare centers or welfare-ro websites.

Under the Youth Welfare Support Act, youth in crisis are defined as "youths who have family problems or have difficulties in academic performance or social adaptation, etc. who do not meet the conditions necessary for harmonious and healthy growth and life." In general, youth in crisis refer to youths who need support for the prevention of delinquency and deviations, out-of-school youth, youth who have no guardians or are not actually protected by their guardians, and youth who have difficulty living normally due to being disconnected from the outside in a limited space for a certain period of time or longer.

The government's "Special Support for Crisis Youth" is a project in which the state provides treatment and surgery expenses through the community youth safety net for crisis youth aged 9 to 24 with social and economic difficulties.

Adolescence is a period of active growth and hormonal changes, and health problems that occur during this period may affect one's health throughout life. For this reason, adolescent health checkups are not just a checklist, but one of the important preventive medical care for growth management and early disease prevention.

Among the adolescent health examinations, students are subject to group examinations in connection with the Office of Education for first graders in elementary school, fourth graders in elementary school, first graders in middle school, and first graders in high school. General checkups, not students, are individually notified by the National Health Insurance Service at designated hospitals and clinics for adolescents aged 14 and 17. This health examination for out-of-school youth is to ensure that all adolescents can receive health examinations without exception.

The Youth Welfare Support Act stipulates the health security of adolescents. Article 5 of this Act stipulates that "the State and local governments shall establish necessary policies such as disease prevention and health education to improve the health and physical strength of adolescents in consideration of gender characteristics, and guardians shall endeavor to improve the health and physical strength of adolescents they raise. The State and local governments may establish and disseminate health and physical fitness standards for adolescents reflecting gender characteristics in consultation with related organizations. The State and local governments support female adolescents when they apply for menstrual products for the healthy growth of female adolescents." It stipulated that the government should strive to promote the health of adolescents and especially support the healthy growth of female adolescents.
